Functional Review of Business Operations


Following a $5 million capital works program to upgrade the Ern Halliday Recreation Camp, Rob Veitch was engaged in 2005 by the Department of Sport and Recreation to review the operation of the camp and make recommendations concerning organisational and operational structures, staffing, resourcing and to develop effective options for service delivery for the camp.  The review included:

  • an analysis of the organisational and operational structures and a review of workloads and job descriptions for all positions
  • the development of an activity-based costing model
  • the analysis of process issues and identification of opportunities for improvement
  • determination of resource improvement opportunities outside the workforce strategy
  • recommendation of appropriate resourcing levels for projected program delivery targets
  • identification of alternatives for the camp and for the independent revenue streams of programs and accommodation
  • development of recommendations for ratios of personnel in the areas of administration, program coordination, accommodation and facilities management
  • provision of a resource model on workload management strategies for low and peak periods.

During the course of the review, interviews were conducted with senior staff in the DSR Camps chain as well as representatives from all the groups of working at Ern Halliday. A range of documents were reviewed, including strategic and operational plans, operational and promotional materials, organisational charts and job descriptions, and reports on financial, resource and activity data. The review examined current casual staffing arrangements and developed an activity-based costing model to provide greater certainty of skilled staffing for the Camp and greater job security for the casual staff conducting the core programs.
