Program logic and KPI framework – WALGA Alcohol Management Program


In 2009 Shelby Consulting assisted WALGA in reviewing the design and program logic behind their pilot process of supporting Local Governments to address alcohol-related issues in their communities. Working with the client, Shelby helped them identify inputs, activities, outputs and outcomes at both the local government and association levels, and these were developed into a comprehensive interlocking logic. To complement this, key indicators were developed, focussing on outcomes, impacts and processes involved with the project, at both local government and association levels. The process helped the association clarify its objectives and those from  individual local government councils. Shelby developed a comprehensive program logic with indicators at both local government and association levels, which complemented each other.
